Once an annotation has been added to a layer, it is available to be selected and/or modified programmatically using the "Prg" methods.

Reorder Annotations

The Z-order of annotations no a layer can be modified using the methods: NudgeUp, NudgeDown, Reverse, SendItemToBack, and BringItemToFront.
